Successful candidates must have experience as a network system administrator with strong interpersonal skills. This position will directly support a patient facing, IP-based television and on demand TV system at Walter Reed National Military Medical Center (WRNMMC).
This role will be a part of the WRNMMC ITD staff and will report to ITD Service Operation Chief. This role will provide on-site engineering and program management to assist and provide day to day guidance and maintenance; system upgrade; customization of Program Guide; implement software patches and upgrades to the full system to ensure it remains up to date; troubleshooting high level technical issues facing the IPTV system; and provide direction on related network issues; direct access to government
owned systems to assist upgrading and troubleshooting; daily management, configuration, documentation, inventory, RMA, and troubleshooting of encoding hardware, Set Top Boxes, and enterprise media system, and all other hardware, software, and services related to the full IPTV solution, which includes Digital Signage and the Emergency Alert System.
Perform daily maintenance/health checks on the IPTV system to include OS-level maintenance tasks and issues related to displays or other IPTV equipment and TV channels
Perform weekly health checks throughout the IPTV service buildings including random system testing in patient rooms and waiting areas within WRNMMC, to monitor all Servers, Software, Hardware, TVs and Desktop displays
Identify and resolve any issues, (i.e. Hardware, Patches, Network Connectivity, etc.) that prevent proper normal operations.
Ensure all device Configurations have been properly base-lined, documented and stored
Apply any software patches to IPTV system that have been identified as critical by the vendor or the WRNMMC’s Information Assurance Department
Document and maintain baseline of system configurations
Create customer requested Digital Signage (approximately 10 per day): Text Bulletins, Media Bulletins, Graphic Links, Web Page Bulletins, Weather Bulletins, News Bulletins, Tickers and or Mass Alert Bulletins
Import Images, Videos and/or PowerPoint (approximately 5/day) that the customer requires
Import Content to appropriate Program Guide lists
Create and/or Modify Program Guide Content based on customer’s direction
Schedule internal WRNMMC On Demand Content for display
Implement the Mass Alert Notification related to the event via override of designated full screen displays, or via ticker style overlay, as supported by the system when directed.
Troubleshoot, identify and resolve any issues impacting IPTV operations, open trouble-tickets/escalate tier 3 issues and provide incident status updates per WRNMMC ITD policy
Create and keep track of any trouble tickets and service requests opened, both locally with the WRNMMC ITD Support Services Help Desk service desk application, and with other external underpinning service contract representatives (approximately 40 tickets/month)
Ensure all Software code revisions are up to date IAW WRNMMC ITD processes.
Preemptively identify and work alongside the ITD Service Branches on issues that may arise with any changes made to the Network Enterprise that will degrade and/or disable IPTV system device operations.
Provide assistance to VTC Engineers with any Audio/Video preparation that will make use of the IPTV system.
Troubleshoot alongside VTC Engineers any integration problems that may arise before a VTC is established
Establish and maintain relationships with ward NCOICs and staff
JOB EXPERIENCE REQUIRED
Secret Security Clearance Required
Security + Certification (or DoD 8570 IAT II) with in 60 days of employment start date
4+ years LAN networking, Ethernet, TCP/IP and general networking.
Ability to articulate the difference between unicast, multicast and broadcast network traffic
Experience building servers from scratch in a virtual environment, applying updates and security patches
Experience entering commands at the Command Line Interface (CLI) in both Microsoft and Linux environments
Considerable ability to interpret technical procedures to customers and public officials
Considerable ability to establish and maintain effective working relationships with other Information Technology department employees and customer representatives
Considerable knowledge of and ability to utilize current word processing, spreadsheet, database, e-mail and Internet software
Considerable oral presentation skills and writing proficiency
Considerable problem solving and decision-making skills
Additional Desirable Qualifications:
Possess a Bachelor’s Degree from an accredited college or university with a major in an IT related field
4+ years full-time experience managing the implementation and support of information technology projects
Strong technical background and exposure to IPTV solutions (including Haivision)
Familiarity with Network Performance Monitoring tools
Must enjoy technical problem-solving under pressure
Certifications such as CCNA, MCSE, and similar are a big plus.
